(Bismillaahir-Rahmaanir-Raheem) is not to be recited
twice at the beginning of the prayer, from The Prophet's

Prayer Described (sallallaahu 'alayhe wa sallam)
by Shaykh Al-Albaanee:

Some
people have understood that the basmalah ("Bismillaahir-Rahmaanir-Raheem")
is to be read twice in the beginning of the prayer. Could
you clarify this point for us?

Shaykh Naasir (may Allaah have Mercy on him) did not intend
to imply that reciting "Bismillaahir-Rahmaanir-Raheem"
is to be done two times. He only intended with the first narration
here that the isti'aathah (seeking refuge in Allaah)
is to be done before the basmalah, "...Then
he would recite 'In the Name of Allaah, the Most Merciful,
the Bestower of Mercy,' but not loudly."
Then,
after that, Al-Faatihah is to be recited. In the second
narration, Al-Faatihah is mentioned, starting with
"Bismillaahir-Rahmaanir-Raheem." He intended
by this that a person is to make the isti'aathah first,
and then recite Al-Faatihah, and the basmalah
is the first verse of Al-Faatihah that is to be read.
The
shaykh (may Allaah have Mercy on him) did not intend to imply
that the basmalah is to be repeated twice. This is
made clear when one returns to the source books of Hadeeth
that mention these narrations.
Because
the shaykh (may Allaah have Mercy on him) employed a specific
style in this book wherein he quoted very short sections of
the texts of the narrations, without mentioning except what
was directly related to each point, some people may improperly
deduce things that are not correct. In reality this was not
his intent (to imply that the bismillaah is to be read
twice), and Allaah knows best.
